Under this arrangement, students will complete two master's degrees in two jurisdictions in two to three years, depending on the study mode. Students must complete their first year of study at PKU in Beijing as a full-time student and then complete their second year (and/or third year) of study at HKU Law, fulfilling the dissertation and oral examination requirements held at PKU.

To be eligible for admission, a candidate shall:

a) be a local Hong Kong student*, and
b) hold a permanent Hong Kong Identity Card and the Mainland Travel Permit for Hong Kong and Macao Residents (港澳居民來往內地通行證), and
c) have a Bachelor of Laws degree with at least second class honours or an equivalent qualification, and
d) be admitted to one of the LLM programmes offered by HKU Law under the September 2026 intake, and
e) comply with the General Regulations of HKU and PKU.

*Applicants from Mainland China should approach PKU School of Law for more details.

The language of instruction and examination at PKU is Chinese (Putonghua and simplified Chinese); while the language of instruction and assessment at HKU is English.

For eligible candidates seeking admission based on qualification from a university or comparable institution outside Hong Kong, the language of instruction and/or examination is not English, must satisfy the Faculty’s English proficiency requirement. The faculty accepts IELTS and TOEFL with the specific requirements below:

IELTS (Academic): Minimum Requirement- Overall band 7.0 or above
TOEFL (Internet-based Test): Minimum Requirement - A score of 100 or above

*For admissions purposes, please note:
- IELTS and TOEFL tests must be taken within two years prior to September 1 of each admissions year; and
- Scores from “IELTS Indicator” and “TOEFL iBT Home Edition” will not be accepted.

Up to three (3) students in the September 2026 intake.

Interested applicants must complete the following instructions on or before 12:00 PM HKT of 27 February 2026 (Friday):

1) Complete the online application for one of the Master of Law (LLM) Programmes offered by HKU Law at https://admissions.hku.hk/tpg/programme-list and follow the instructions to applicants.

2) Confirm your participation in this arrangement by attaching your application letter via email at lawpgs@hku.hk with your full name, application number and programme applied on the email subject line [e.g., HKU-PKU Double Master Degree Programme - CHAN Siu-ming, 110xxxxxx, LLM(CFL)].
